SUNSET BEACH COMMUNITY ASSOCIATION MEETING (SBCA)
March 4, 2010


The regular meeting opened at 7:30 PM with the Pledge of Allegiance and Introductions.

All officers were present.

Minutes: The minutes of the February meeting will be posted and approved at the April meeting.

Treasurer's Report: Marilyn gave the Treasurers Report. The current checking account balance is $44,505.25. Expenses were paid totalling $8,578.99. Deposits of $240.00 were received. Marilyn reported that donations to the cityhood drive have been made in the amount of $40,319.50. Expenses for the cityhood drive are currently $9,518.58.

Speaker: Captain James Watkins, U.S. Ocean Safety, manager for Sunset Beach lifeguards, gave us an overview of lifeguard activities for the coming summer. A lifeguard and tower will be added to Sunset Beach's roster, along with a truck. The 6 towers will be located at 4th, 8th, 12th, 17th, 22nd, and 26th streets. In response to a question, Captain Watkins said that he felt there was increased usage of the beach last year. No figures are available. Kite surfers will be moved to 14th - 17th street until June 16 and to 18th street from 6/17 - 9/3. Kite surfing hours are after 2:00 p.m. weekdays and after 3:00 p.m. on weekends.

Committee on Future Governance and Cityhood Petition Signing: Lyman Lokken reported that we have copies of various county contracts and that there will be a steering committee meeting next Tuesday, Feb. 9 at 4:30 p.m. and a Neighborhood Network Block Captains meeting following at 6:30 p.m. Both meetings are at Scot and Diana Dodson's house. There were questions regarding costs for berm protection and for flood liability should we become a city. The question arose about whether we should demand that the county keep and maintain the beach, and it was noted that the county kept the Dana Point beach when that city incorporated, and that the beach is fully surrounded by Dana Point. We should make these points in discussions with Orange County.

Diana Dodson explained that the petitions initiating proceedings to become a city are being circulated by block captains. They are not a final vote on cityhood; rather they just start the process, and a final vote is taken at the end. We need more block captains; please contact Diana Dodson at scotdiana@yahoo.com if you are interested.

There is a page titled SAVE SUNSET BEACH on Facebook and Conan Moats suggested joining and using Facebook to help spread the word about the future of Sunset Beach. The site already has information and friends.

LCP Report: Tom Burke reported that there was no meeting last month. The next meeting will be on Thursday, March 19; there are several qualified candidates to fill the vacancy on the LCP board.

Undergrounding Utilities: Mike VanVoorhis announced that undergrounding is supposed to be currently underway on PCH; no activity has been noticed, however. Regarding undergrounding of utilities on Park Ave and Bayview, three more consents are required and efforts are ongoing to secure these signatures.

Sand to Mother's Beach: Tom Burke asked people to send him pictures of "old" Mother's Beach, when there was actually a sandy beach across from the post office, that children used. If you have any, e-mail Tom at tburke@burke-ent.com.

Community Lot Upgrades/Rental: Greg announced that Hawaiann Tropic suntan lotion company has offered to rent the community lot for a 10 day period for a promotion event. Tim McCormack objected that the agenda did not give enough information about the proposal and there was a general discussion about the possibility of this company and the event and the negative effects it might have on the community. We will postpone a decision until we get further information to present at the next SBCA meeting.

A motion was made and passed to approve spending up to $300.00 for materials to frame the tile wall in the lot, possibly a tile frame or alternately, a wooden frame that could accommodate enlargement of the tile wall later.

Paul is having signs made listing rules and regulations for the community lot and will send copies of the rental agreement to the board, asking for approval before using them.

Web Site Up-Date: Dawn McCormack reported on upgrading the SBCA website. The host is Shuffler Company, who charge a one-time fee of $75.00 for adding a page to the site, and $50.00 maintenance fees, which we are now paying. The site will be updated regularly. The website is at www.sunsetbeachca.org.

Street/Greenbelt Back-Up Cleaning: We are currently paying Dave to work a day picking up trash on the greenstrip, but there have been problems due to his current circumstances. There was discussion about whether the payment should be a donation or payment to Dave as a contractor; Tim McCormack made a motion to stop the payments; the motion died due to lack of a second.

Upcoming Events: The Mile-Long Garage Sale is April 10th, and will include a bake sale at the community lot sponsored by the Women's Club and tables to rent for items residents wish to sell. Contact Dawn at dawnmcco@aol.com for more information.

Mike Van Voorhis reported that Spring Clean-up Day is April 17. There will be dumpsters at the Community Lot.


The meeting was adjourned at 9:00 p.m. The next regular meeting will be on April 4, 7:30 pm.
